The project aims to strengthen AyA’s capabilities by establishing a diagnostic baseline of the AyA project formulation, planning, and management cycle process in Costa Rica, identifying internal and external bottlenecks and opportunities for improvement, primarily in the pre-investment stage and its interaction with the investment stage, to reduce timeframes and optimize resources.
